1. Position, function

 

1.1. Hoa Binh Provincial Investment Promotion, Trade and tourism Centre. (hereinafter referred to as the Center) is a public non-business unit under the Provincial People's Committee. The Center is managed and directed by the Provincial People's Committee, has the legal person status, has its own seal and is allowed to open accounts in accordance with the law.

International Business name: Hoa Binh Provincial Investment Promotion, Trade and Tourism Centre.

Head office: Hoa Binh City, Hoa Binh Province.

1.2. The center has the function of organizing the implementation of investment, trade and tourism promotion activities in Hoa Binh province; To provide consultancy services and provide services to enterprises, organizations and individuals seeking investment and business opportunities in the province according to the provisions of law.

2. Tasks and powers

The Center performs 15 tasks, which include specific tasks such as:

- To formulate programs, projects on promotion of investment, commerce and tourism in the province in each period and submit them to the Provincial People's Committees for approval and at the same time organize the implementation of such programs, schemes and schemes after approval;

- Coordinate with other departments, branches and localities to draw up a list of projects calling for investment in each period according to their fields and areas. To act as the focal point in receiving and guiding investors on the order and procedures for preparing dossiers and investment projects; To coordinate with the competent agencies in relation to investment procedures in order to carry out the procedures for applying for business registration certificates, certificates of investment registration, land allocation, land lease, planning certificates and construction permits in the implementation of investment projects in Hoa Binh province;

- To act as a focal point for investment promotion in the province when contacting multi-branch and multi-field investors. Promoting investment projects approved list calling for investment in the province; Projects proposed by the investor in accordance with the provincial planning;

- Introduce and provide services for local and foreign investors to localities to seek opportunities and business partners, invest in related services; To carry out  propaganda in the following forms: Conducting conferences and seminars; introduce the potentials, strengths, tourism products of the province in the domestic and foreign markets; editing, printing, publishing information on e-portal and e-commerce platform of the province (if any) to introduce the achievements of socio-economic development, the province's strength in production, business and services;

- Organizing services, consulting enterprises, organizations and individuals in the country and abroad to explore the investment environment of production and business in the province in accordance with objectives and programs for socio-economic development of the province;

- Organize training programs on investment, trade and tourism services for officers, civil servants and officials of State management agencies and enterprises, production and business households in the province; Organizing professional training courses, providing services on market research, marketing ...

II. FUNCTIONS AND TASKS OF  DEPARTMENTS OF THE CENTER

1. Investment promotion department

1.1. Functions 

The Investment Promotion Department is the specialized department of the Center. It is responsible for advising the Center's leaders on the functions, tasks and powers of investment promotion in the province.

1.2. Tasks and powers To advise the Center's leaders on the following contents:

a)  To formulate programs, projects on promotion of investment, commerce and tourism in the province in each period and submit them to the Provincial People's Committees for approval and at the same time organize the implementation of such programs, schemes and schemes after approval;

b) Coordinate with other departments, branches and localities to draw up a list of projects calling for investment in each period according to their fields and localities. To act as the focal point in receiving and guiding investors on the order and procedures for preparing dossiers and investment projects; To coordinate with the competent agencies in relation to investment procedures in order to carry out the procedures for applying for business registration certificates, certificates of investment registration, land allocation, land lease, planning certificates and construction permits in the implementation of investment projects in Hoa Binh province;

c) Organizing the implementation of investment promotion programs and other tasks assigned by the Provincial People's Committees; To act as a focal point for investment promotion in the province when contacting multi-branch and multi-field investors. Promoting investment projects approved list calling for investment in the province; Projects proposed by the investor in accordance with the provincial planning;

d) To monitor the handling and settlement of procedural problems for investors in the course of investment preparation and implementation of investment projects of  departments, branches; To propose the Provincial People's Committee to consider and direct;

e) Providing information on investment demand, policies on investment encouragement, investment environment in the economic, cultural, social fields and domestic and foreign markets; To coordinate relations and contacts with donors, enterprises, organizations and individuals domestically and abroad to perform their assigned functions and tasks;

f) Participating in the evaluation of relevant schemes and projects; To monitor and urge the concerned agencies in strictly implementing the investment order and procedures according to the current regulations of the Central Government and the province for projects registered for investment into the province;

g) Perform other tasks as assigned by the Center's leaders.

2. Trade promotion and tourism department

2.1. Functions: The Department of Trade Promotion and Tourism is the specialized department of the Center. It is responsible for advising the Center's leaders on the functions, tasks and powers of the Trade Promotion and Tourism in the province.

2.2. Tasks and powers To advise the Center's leaders on the following contents:

a) To formulate programs and schemes on trade promotion and tourism in the province in each period for submission to the Provincial People's Committees for approval; To organize the implementation of programs, plans and schemes after they are approved;

b) To assist the Provincial People's Committees in dealing with relevant agencies and organizations such as: Vietnam Trade Offices in foreign countries, embassies, Vietnam Chamber of Commerce and Industry, legal training organizations and foreign partners entering Vietnam for relevant activities according to the provisions of law to collect information, research, forecasting, market development orientation, consumer goods and export goods, supporting the branding of products of the province and enterprises;

c) To coordinate with concerned agencies in proposing mechanisms and policies related to trade and tourism promotion;

d) Coordinate with functional agencies, determine tourism potentials, advertise tourism potentials of the province to participate in the national action plan on tourism development;

e) Formulating a scheme on supply and improvement of tourist service quality in line with the general planning. Introduce, promote, invite cooperation to exploit relics, cultural festivals, tourism potentials, natural scenery of the province;

f) Provide guidelines to the enterprises and economic organizations participating in fairs and exhibitions to display and advertise their products; Organizing business delegations of the province to study domestic and foreign markets in order to help business units search for goods, promote domestic consumption and export and business effectively;

g) Participating in the evaluation of relevant schemes and projects; To contact with donors, enterprises, organizations and individuals domestically and abroad to perform their assigned functions and tasks;

h) Perform other tasks as assigned by the Center's leaders.

3. Business support and consultant department

Tasks and powers To advise the Center's leaders on the following contents:

a) To build a database on the potential of the province and at the same time organize the advertisement and dissemination of investment incentive policies and images on trade and tourism to attract investment into the province; investment of the enterprises in the province abroad;

b) To introduce and provide services to domestic and foreign investors to localities for business opportunities and partnerships and invest in related services; To carry out propaganda and publicity in the following forms: Conducting conferences and seminars; introduce the potentials, strengths, products of trade and tourism of the province in the domestic and foreign markets;

c) To edit, print and publish documents, picture books and information on e-portals and e-commerce transaction bureaus of the province (if any); Website of the Center to introduce the achievements of socio-economic development, the strength of the province in investment in production, business and services;

d) To update, archive and supply provincial socio-economic information and information domestically and abroad to leaders of all levels and branches for the State management and planning work. books on socio-economic development of the province in each period;

e) To organize services and consult enterprises, organizations and individuals domestically and abroad to study the investment environment in production and business in their respective provinces according to the objectives and programs on economic development. socio-economic development of the province;

f) Providing information to support enterprises in orienting production and consumption of products, expanding domestic and foreign markets; assist enterprises and investors to open transaction offices and representative offices inside and outside the province or in other countries in accordance with law; negotiating and signing economic contracts effectively; To provide information on advanced technology and production techniques to enterprises and units to renovate their technologies and production techniques in order to raise their production and business capacity and product quality, services meeting market requirements;

g) Organize training programs on investment, trade and tourism services for officers, civil servants and officials of State management agencies and enterprises, production and business households. in the province; organizing professional training courses, providing services on investment promotion, trade and tourism;

h) To collect fee for services and consultancy according to the current regulations of the State and the provincial People's Committees;

i) Participating in the evaluation of relevant schemes and projects; To contact with donors, enterprises, organizations and individuals domestically and abroad to perform their assigned functions and tasks;

k) Perform other duties as assigned by the Center's leaders.

4. General administration department

To advise the Center's leaders on the following contents:

a) To elaborate regulations on the functions, tasks and powers of specialized sections under the Center;

b) To elaborate internal regulations and working regulations of agencies, regulations on the exercise of democracy, internal spending regulations and public asset management; To guide, inspect and urge the implementation of the agency's rules and regulations;

c) To elaborate the staff planning; To monitor the management of officers and employees of the center according to the management decentralization of the Provincial People's Committee. To manage the staff profile of officers and civil servants; To organize the monthly and annual review and assessment of officers and civil servants according to the State's regulations; 

d) To sum up and report on the performance of the center's tasks on a periodical, quarterly and annual basis; 

e) To submit to the director of the center a decision on the appointment, re-appointment, rotation, dismissal, commendation, disciplining and retirement under the regime applicable to officials and employees under the center's management. To compile dossiers, list of wage increase and grade promotion for officers and civil servants, and propose the competent bodies to decide;

f) The standing members of the Steering Committee for Administrative Reform, the Standing Committee of the Salary Council, the Council for Recruitment and Selection, the Council for Emulation, Reward and Discipline of the Center;

g) To coordinate with functional sections to make annual budget revenue and expenditure estimates and settlements of the centers for submission to competent authorities for approval;

h) To manage the properties of the agencies, guide the inspection of the observance of norms on the use of public assets according to the State's regulations; ensuring the means and working conditions of the Center's leaders; Organizing the procurement, sale and liquidation of assets of agencies according to the regulations of the Ministry of Finance and the current Budget Law;

i) To ensure necessary conditions for the meetings, working and reception of the Center's leaders;

k) To perform the clerical and archival work of the agency according to the provisions of law; To manage and use seals, documents of centers in accordance with regulations;

l) To regularly maintain the order, security and safety of the center; Perform other tasks assigned by the Center's leaders.
